We are seeking experts, legal scholars, and practitioners to collaborate on chapters within the following three pillars:
 
Part I: Foundations of Ethics & Integrity

Focuses on why ethics training is essential for democratic accountability and public trust.

  • Theoretical frameworks of legitimacy.

  • Institutional culture and the "hidden curriculum."

  • Human-centred policing and global standards (UN/EU/US).


Part II: Comparative National Perspectives

Detailed case studies requiring expertise in specific legal systems. Contributors must follow a standardized analytical path including legal frameworks, training models, and public accountability.

  • United States: Federal vs. Decentralized models.

  • Germany: Federal Police and Länder practices.

  • Portugal: Integration of EU norms.

  • France: Gendarmerie vs. Civil Police.

  • Poland/Central-Eastern Europe: Post-transition reform.


Part III: Applied Perspectives in Training & Policy

Practical strategies for curriculum design and institutional reform.

  • Pedagogical tools and case-study learning.

  • Whistleblower protections and internal oversight.

  • Modern challenges: AI, surveillance, and bias.

The EBS Centre is pleased to announce an open call for co-authors and contributors for our upcoming handbook. This volume bridges the gap between legal theory and practical police pedagogy, serving as a core resource for training academies like CEPOL, as well as institutional leaders across the EU and US.

Core Project Documents

Submission Guidelines for Interested Co-Authors

Each national or regional chapter (Part II) should be approximately 6,000–7,000 words in total. Chapters must address:
 

  1. Context and Background

  2. Legal and Institutional Framework

  3. Training Models

  4. Implementation Challenges (Hidden Curriculums)

  5. Public Accountability and Trust

Strategic Roadmap & Deadlines

To ensure consistency and academic rigor, the following timeline has been established for all contributors:
